Leon E. Humphrey

Leon E. Humphrey is a life-long Carter County resident. Born in October, 1959 in Elizabethton, Leon grew up in rural Watauga. His father, Leo, was a carpenter; his mother, Gladys, was a homemaker. The Humphreys instilled in their children the importance of Faith in God, Family and Community. They stressed that material gains came through determination, hard work and fairness to others.

As a teenager, Leon enjoyed competing in club events, and it was a 4-H Congress in Nashville that piqued his interest in local government. Leon went on to attend East Tennessee State University (ETSU) and paid his way, first as a laborer for Cornett Construction Company, and later as a machine operator for Thor Power Tool in Johnson City. He graduated from ETSU in 1982 with a BS in Political Science and a Teaching Certificate.

After that, Leon earned 25 years experience in business management. His job titles have included Manufacturing Supervisor, Quality Assurance Manager and Director, Environmental Compliance Manager and Engineering Manager. He has directed teams of up to 60 employees.

A strong believer in self-sufficiency and entrepreneurship, Leon has owned his own business and worked as an independent contractor. As a real estate broker, he successfully negotiated over 200 contracts.

Leon has served as Carter County Mayor since September 1, 2010. As the county’s Chief Executive Officer he currently sits on the following boards: First Tennessee Development District, First Tennessee Human Resource Agency, Upper East Tennessee Human Development Agency, Watauga River Regional Water Authority, and Carter County Tomorrow. Understanding the importance of continuing education, Leon sought and received the Certified Public Administrator designation from the University of Tennessee’s Institute for Public Service in April 2013.

Leon has never sought higher office out of personal interest, choosing to stay close to his family and community. Leon and wife Bernadette care deeply about Carter County, as it is their home. For information about Leon’s record in office and his political beliefs, see “My Stance on the Issues.”
